With overall consulting service from TusHoldings, BUE (British University in Egypt)-TUS Science and Innovation Park, the first university science park in Egypt’s history, has been officially put into operation for more than one year. Since its operation, its occupancy rate has exceeded 50%. While infusing new vitality of innovation and entrepreneurship into the birthplace of ancient civilization, the park also contributes to promoting exchanges between Chinese and Egyptian innovation and entrepreneurship enterprises.

Egypt is one of the important countries along the “Belt and Road” and one of the key areas for TusHoldings’ overseas expansion. With its over 20 years of experience in integrating and coordinating the resources of all parties to build an innovation and entrepreneurship ecosystem, TusHoldings has given full support for the development, construction and operation of BUE Science Park in Egypt, and initially explored a new model of international cooperation in science parks that can be reproduced and promoted in the process, which will empower more countries along the “Belt and Road” to build an innovation ecosystem and foster innovation and entrepreneurship.

The cooperation between TusHoldings and BUE started in 2015. WEN Hui, the then President of Tsinghua Solar and the current Vice President of TusHoldings, showed Prof. Yehia, Vice President of BUE, around TusHoldings and roughly expressed his desire to cooperate with TusHoldings in building Egypt’s first university science park, which enabled to open the door for high-level mutual visits, exchanges and cooperation between the two parties.

In the early 2016, during President XI Jinping’s visit to Egypt, WANG Jiwu, Board Chairman of TusHoldings, was invited to BUE, where he met Prof. Ahmed Hamad, President of BUE. He also took time out of the tight schedule to visit the BUE Science Park under construction for an on-site inspection late at night, where he gave important instructions for the future positioning, functions and development goals of BUE Science Park as well as the models of cooperation with TusHoldings.

In January 2016, WANG Jiwu, Board Chairman of TusHoldings, met Prof. Ahmed Hamad, President of BUE, in Egypt.

Prior to this, TusPark Research Institute for Innovation was entrusted by BUE to start a feasibility study for the science park project of the university. Deputy Dean YANG Hongmei led the team to BUE for on-site work for many times. Based on in-depth visits to and surveys of local governments, universities, research institutes, enterprises and other institutions, the team provided BUE with a research report with both theoretical guidance and operability. On this basis, TusHoldings signed a comprehensive cooperation agreement with BUE.

The delegation led by YANG Hongmei, Deputy Dean of TusPark Research Institute for Innovation, met Yasser El-Kady, Minister of Communications and Information Technology of Egypt, and Prof. Dr. Ashraf M.EI-Shihy, Minister of Higher Education and Scientific Research of Egypt.

In January 2016, Herbert CHEN, Executive Vice President of TusHoldings, signed a comprehensive cooperation agreement with BUE on behalf of TusHoldings.

Subsequently, according to the cooperation agreement and specific business service contract signed by the two parties, TusPark Research Institute for Innovation, TusStar and the International Department of TusHoldings jointly established a BUE project expert group to actively implement the instructions of Chairman WANG Jiwu. According to the actual situation and needs of BUE, the expert group visited the site for many times to provide BUE Science Park with a full range of tailor-made consulting services from online to offline. During the construction of the park’s infrastructure, TusHoldings’ expert team went to the site for many times and gave much timely and effective guidance for the construction, design, decoration and future operation of the BUE Science Park, which was highly recognized by BUE.

In December 2017, Herbert CHEN, Executive Vice President of TusHoldings, and SHEN Quanhong, Senior Vice President of TusHoldings and General Manager of TusStar, led the expert group to inspect the project construction progress and provide on-site guidance.

During the on-site guidance, the expert group combined TusHoldings’ years of practical experience with local actual conditions, and provided comprehensive guidance covering the planning and design, industrial positioning, development planning, organizational structure, team building, management mode, investment promotion plan, publicity plan and personnel recruitment of the BUE Science Park, the incubation plan, incubation mode, daily activities and brand activity design of the incubator as well as recruitment copywriting, social media account setup and operation plan, etc.

In October 2018, TusHoldings’ expert group led by LIU Xueliang, Deputy General Manager of TusStar, went to Egypt for the first on-site guidance.

In December 2018, TusHoldings’ expert group led by WANG Yongrui, Executive Deputy General Manager of TusStar, went to Egypt for the second on-site guidance.

In April 2019, TusHoldings’ expert group led by CHANG Yuheng, International Cooperation Manager of TusHoldings International Department, went to Egypt for the third on-site guidance.

With the joint efforts of the two parties, on December 8, 2018, the BUE Science Park with a planned area of 14,000 square meters and the first-phase usable floor area of 7,000 square meters was officially completed and put into use, and was officially named BUE-TUS Science and Innovation Park. A delegation led by LI Zhiqiang, Party Secretary and Vice Chairman of TusHoldings, Herbert CHEN, Executive Vice President of TusHoldings, AN Hongping, Vice President of TusHoldings, and other leaders attended the opening ceremony of the park and the inauguration of TUS North Africa Center, and gave on-site guidance on the subsequent operation management of the park.

In December 2018, LI Zhiqiang, Party Secretary and Vice Chairman of TusHoldings, Herbert CHEN, Executive Vice President of TusHoldings, AN Hongping, Vice President of TusHoldings, and other leaders attended the opening ceremony of the BUE Science Park.

At the same time, TusHoldings organized the TUS North Africa Center Technology Fair with BUE. High-tech products and technologies from TusHolding’s business segments and TusStar Incubation Network were displayed at the fair. The exhibitors included Yadu, an air purification solution provider, Rice Microelectronics, a supplier of RFID basic chips, Aeronitor Technology, a system integrator in the field of drone applications, Ningbo Shuozheng Technology, a company specializing in bone conduction technology and applications, NatureVox, a provider of enthusiast intelligent audio products, NRadio, a provider of high-density Wi-Fi, iShareyoung, a provider of artificial intelligence companion robots, Beijing Weiyuan Technology, a company specializing in product R&D in the field of intelligent health, Hisky Medical, a company specializing in non-invasive diagnosis of liver disease, etc.

    Introduction of some exhibited products

Since BUE-TUS Science and Innovation Park was put into operation one year ago, the occupant companies have continued to improve in number and quality thanks to the joint efforts of both parties. The technology fields areas currently covered include renewable energy, IT, technical consulting, etc.

Some enterprises settling in BUE-TUS Science and Innovation Park

In addition, BUE Business Incubator-TusStar Alliance, the only branch of TusStar in North Africa, has settled in the park and been put into use, with 7 enterprises under incubation there. While activating the local elements of innovation and entrepreneurship, it promotes the international cooperation of the countries along the “Belt and Road” by linking with other bases in the incubation network of TusStar. It took only one year for two enterprises to get incubated and move into the BUE-TUS Science and Innovation Park.

    Occupant enterprises for incubation

In the process of international business expansion and regional innovation ecosystem construction, TusHoldings has paid more attention to the role of the carrier level (park + industry + finance) and element level (technology + capital + industry) on the basis of giving full play to the role of the traditional innovation subjects of “government + enterprise + university”, and creatively proposed the three-dimensional triple helix model of innovation elements, making the parks, technology, capital and other elements play a more active role in international business expansion, and infusing new concepts, new ideas and new methods for the construction of the local innovation ecosystem.

TusHoldings adopts different cooperation modes according to the different situations of the cooperation partners, so as to build a full-chain and full-cycle innovative incubation service system. BUE-TUS Science and Innovation Park, which has achieved substantive results, is one of the many successful cases of overseas export of TusPark management and operation model. Up to now, TusHoldings has constructed and operated science parks and incubators in many innovation hotspot cities including Canada, the United States, Japan, Malaysia, Thailand, Singapore, the United Kingdom, the Netherlands and some countries along the “Belt and Road”. The construction of such innovation nodes not only makes TusHoldings’ global innovation network broader and more powerful, but also lays a solid foundation for Chinese high-tech companies to “go global”.

From the earliest single incubators to the current global innovation network, from the operation of physical space to the creation of a regional innovation ecosystem, TusHoldings has achieved development through a series of practices, summaries and refinements. TusHoldings’ management and operation model has achieved good results in different countries and regions, which indicates that China’s domestic technology innovation service model has become globally influential.
